I'd try Porter's in Federal Hill or One Eyed Mike's in Fells Point. Both have fresh, cold beer and really good food to go with it!

Dead-End Saloon in Fells Point is one of my favorites. One of the OG locations in South East Baltimore, the atmosphere is great, friendly employees... Plus right around the corner is a nice little French Bakery that lets you grab carry-out after your finished puttin' a few back...

You may want to try Patrick's of Pratt. They've been around for over 150 years, so if there's a place in the city where they know how to pour one, it'd be there. (Plus, it's right off the Circulator route, which is nice...though I'm close enough to walk.)

OUTBACK STEAKHOUSE SERVES ITS BEER IN ICED MUGS. IT MAKES THE BEER TASTE BETTER. PLUS THEY HAVE A SMALL MUG OF BEER FOR TWO BUCKS IF YOU DON'T WANT A LARGE MUG. I WILL TELL YOU THIS, ONCE YOU TASTE BEER IN A FROZEN MUG, YOU JUST DON'T WANT IT ANY OTHER WAY.

Brewer's Art - seconded! or Ram's Head Live when it's open or Ram's Head Tavern in Annapolis.
