Where is best place to socialize an aggressive dog?

I have a 9 year old Pekingese that is not friendly towards other dogs, but, if given the chance, after an initial scuffle he will calm down. I would like to be able to socialize him somewhere, where other pet owners will understand that he is not friendly at first.

    I would walk him on a leasch and introduce him to other dogs that way. That way, you can guide him a bit. Gently, of course. Agression is agression. The alternative would be to figure out where that agression is coming from. If you figure that one out, let me know.
