There's a Meetup Group called Baltimore Bluegrass. They have an open jam up in Middle River every second or third Sunday, I forget. I've been a couple of times and it's a fun event, very friendly and open for beginners, experts or even just listeners.

Give a call to Appalachian Bluegrass, on Frederick Rd. in Catonsville. Also, check out the website of the Baltimore Folk Music Society. Many of these things are private, so you just have to get to know some of the folks and you will find what you want.

Head to Frederick, Maryland. Walk up and down Patrick Street East of Market...then walk up East Street North of Patrick. Another good place is any of the antique shops in Westminster, Maryland...and NEW MARKET, Maryland. You won't BELIEVE the prices compared to THE BIG CITY!!! And you can find some really lovely things!

Use white vinegar to clean window and as a fabric softener for laundry.

Use borax (find it in Target) to clean the toilet, scrub pots and pans, and for other house cleaning.

Use baking soda to whiten dishes and clothes (e.g. instead of bleach) and to clean stovetops.

I used to be work for a property management company. Read your bylaws. See what is required for a vote. It may be that you won't have a say until the annual meeting. If so, you need to start campaigning among your neighbors and show up in force.

I don't know if anyone controls HOAs. You might be able to slow things down by making sure they proper permits are pulled and if you are in a historic district, CHAP is notified.

The plastic certainly works.
What I do to my 1928 windows, after making certain that the glazing is in good condition is to run a bead of rope caulk (Mortite brand) especially at the gap between the top and bottom window (assuming you have hung windows and if there is any intrusion around the frames, I also put the rope caulk there.
If you have double hung windows and do not open the top portion, get a caulk gun and put a bead on the perimeter.
If your bottom window is one large pane, the joint between the glass and the frame is especially likely to leak. A bead of caulk from a gun works nicely.
If you inclined, do both, the plastic and the caulk but if the windows are made fairly tight, the plastic may not be necessary.
There are kinds of weatherstripping made of vinyl in a thin v shape that can be fitted between the sash and the stop molding.
